What it’s about. Das „Haus Lechthal“ in Emilia Seilers Heimatstadt Landsberg ist eines der bayerischen Jugendheime, die nach den von ihr aufgestellten Richtlinien „Heim statt Haft“ gegründet wurden. Zur Feier seines zehnjährigen Bestehens reist Emilia Seiler – Referentin im Bayerischen Sozialministerium – aus München an. Die Feierlichkeiten enden mit einem Skandal. Der pädagogische Leiter des Heims, Andreas Pflüger, wird von der Heimbewohnerin Martina wegen sexuellen Missbrauchs angezeigt und mit sofortiger Wirkung suspendiert. Staatssekretär Büttner fordert Emilia auf, die kommissarische Leitung des Heims zu übernehmen.
