Emos Lustspiel zeigt Heinz Rühmann in einer seiner Paraderollen: Als glückloser Friseurmeister Felix Rabe erbt er von seiner verstorbenen Tante Barbara statt des erhofften Vermögens lediglich die titelgebenden 13 Stühle. Enttäuscht übergibt Rabe das scheinbar wertlose Mobiliar an den Trödler Alois Hofbauer nur um wenig später zu erfahren, dass in einem der Stühle 100.000 Mark versteckt sind. Da Hofbauer bereits alle Stühle verkauft hat, begeben sich Friseur und Trödler auf eine turbulente Jagd nach dem Geld. Dabei muss das ungleiche Gespann zahlreiche amüsante bis absurde Abenteuer bestehen.
