What it’s about. Im März 1944 verüben Untergrundkämpfer in Rom einen Anschlag auf deutsche Soldaten, bei dem es 33 Todesopfer gibt. Um die Tat zu rächen, wollen die Nazis unter der Leitung von Obersturmbannführer Kappler für jeden getöteten deutschen Soldaten zehn Italiener hinrichten lassen. Während Kappler die Vorbereitungen trifft, versucht ein Vertreter des Vatikans, der Priester Antonelli, mäßigend auf die Deutschen einzuwirken. Doch damit hat er ebenso wenig Erfolg wie mit seinem Bemühen, Papst Pius XI zum Eingreifen zu bewegen.
