Da hat der Bürgermeister eine geniale Idee: Vögelbrunn muss Marktgemeinde werden. Dann sind Förderungen in Millionenhöhe für die Gemeindekasse garantiert. Und auch Kredite sind viel leichter zu bekommen. Für die Ernennung zur Marktgemeinde fehlen allerdings sieben Bürger - und die nächste Bürgerzählung findet schon in zehn Monaten statt. Aber Bürgermeister Sepp Ploderer weiß Rat - gegen den Protest des Pfarrers setzt er Belohnung für reichlichen Kindersegen aus. Roberto, ein durchreisender Italiener, hilft gerne aus - vorerst allerdings nicht mit vollem Erfolg: Nur sechs Frauen sind schwanger. Was er nicht weiß: Auch Zwillinge sind unterwegs, das siebente Baby ist bald da. Und alle sind Roberto wie aus dem Gesicht geschnitten...
