Die Insel-Idylle North Port: Um die örtliche Jugend zu halten und den Tourismus zu fördern, hat Bürgermeister Elias Johnson (Robert Lansing) ein Geschäft mit der Firma Intec abgeschlossen: Intec investiert auf der Insel und baut Ferienhäuser, führt im Gegenzug jedoch geheime Gen-Experimente durch.
