What it’s about. Der einflussreiche Yakuza-Clan Sanno wird von den beiden skrupellosen Männern Kato und Ishihara geführt, die auch in der Welt der Politik kräftig mitmischen wollen. Doch Kommissar Kataoka versucht dies zu verhindern, indem er einen Konflikt zwischen dem Sanno-Clan und den Kansai-Hanabishi-Yakuza heraufbeschwört, die von Fuse und seinen loyalen Killern Nishino und Nakata angeführt werden. Kataoka heizt die Situation zusätzlich an, als er das ehemalige Sanno-Mitglied Ohtomo aus dem Gefängnis freikauft und es zusammen mit seinem alten Feind Kimura auf beide Clans loslässt. Als Ohtomo anfängt, wahllos Gangmitglieder umzubringen, gerät die Situation vollkommen außer Kontrolle.
