What it’s about. The town of Baek-ha chooses a head of security every three years. The security head Jo-chil is ruthless and there are many complaints against him. Then Ho-saeng challenges Jo-chil and ends up as the head of security. Ho-saeng is in love with Chi-chi, the blacksmith's daughter. As the head of security, Ho-saeng governs wisely and the lives of the villagers grow stable. Ho-saeng runs No-sam out of town for forcing women into prostitutes, and also opens up new opportunities for these women. Meanwhile, No-sam hires the hit-man Dong-duk and tries to have Ho-saeng killed. Dong-duk inflicts a terrible wound on Ho-saeng but he's saved by Noh Kae-gul who teaches him how to fight. Ho-saeng drives out Dong-duk who was even crueler than Jo-chil. Peace returns to the village.
