Nakagami, le chef du Kanto Joseikai, reçoit l'ordre d'acquérir les droits pour niveler les terres gagnées sur la mer et empêcher le Doshikai de s'étendre du Kansai à Tokyo, mais l'ingérence du Koda-gumi, associé au Kansai Doshikai, s'intensifie. Hayami, le jeune frère de Nakagami, mécontent de la lenteur de la situation, tente de faire chanter le maire pour qu'il agisse, mais... Un véritable film de gangsters Toei avec un casting prestigieux comprenant Koji Tsuruta et Ken Takakura !
