Débarquant de son village de Marboue-Chambourcy, Piédalu, qui se voudrait madré mais qui est surtout naïf, veut rencontrer le ministre de la Rénovation nationale pour lui soumettre son plan d'allégement des imp ôts. Il n'arrive à rencontrer qu'un chef de service, et se fourvoie dans un music-hall où il patauge dans les quiproquos. De retour au village, il a la chance de voir arriver le ministre, stoppé par une panne d'auto. Le plan de Piédalu révélera à la France un nouveau financier.
