L’ennemi est facilement identifiable : Al Capone, inattaquable officiellement, est pourtant impliqué dans les affaires les plus sordides. La première mission de Ness, maladroitement conduite, se solde par un échec humiliant. Loin de se laisser décourager par ce premier affront, Ness décide de s’entourer de personnes de confiance. Il recrute ainsi Jim Malone, un flic qui connaît bien le monde des truands…
