L'Empereur Yongzheng (Kong Yeung), paranoïaque et cruel, se voit proposer une nouvelle arme mise au point par un des grands dignitaires de son armée (Ku Feng) : la guillotine volante. Ce nouvel engin de mort le ravit et il exige la constitution d'une unité d'élite spécialement entraînée à son maniement. Ces hommes deviendront le bras armé du souverain et n'auront de cesse d'assassiner les cibles qu'il aura désignées. Jusqu'au jour où l'un des tueurs refusera de continuer à obéir aveuglément et sera alors lui-même éliminé. Son frère Ma Teng (Chen Kuan Tai) décide de quitter le groupe mais l'empereur ne l'entend pas de cette manière..
