Deux constructeurs aéronautiques français et allemand, Dassault et MBB, commencent à travailler ensemble, avant d'être rejoints, en 1979, par l'Angleterre, l'Espagne et l'Italie. En décembre 1982, Charles Hernu, ministre de la défense français, annonce que la France construira seule son démonstrateur, l'ACX, devenu le Rafale A, effectue son premier vol avec succès, quinze jours avant celui du Thyphoon de Panavia.
