What it’s about. En 1950, en plein cœur de la guerre froide, le Canada cherche à mettre en œuvre toutes les solutions qui permettront de se protéger d'une éventuelle attaque soviétique. Sous la pression insistante du ministre libéral Howe, l'armée confie bientôt à la société Avro le soin de développer un nouvel avion de combat, «The Arrow». Mais le nouveau gouvernement conservateur, qui estime ce programme inutile et tient par-dessus tout à se démarquer de la politique de ses prédécesseurs, menace purement et simplement d'annuler le projet industriel. L'équipe doit alors finir son travail de construction le plus rapidement possible afin d'éviter le couperet gouvernemental...
