What it’s about. Tokyo, dans les années 1970… Les révoltes font rage, opposant les forces de police à la Secte, une organisation formée d'opposants au pouvoir en place. Pour remédier à ce problème, l'État crée la POSEM et ses divisions Panzer dont l'unique but est d'éliminer tout opposant. Fusé, fraîchement émoulu de l'académie de la POSEM, en fait partie. Lors d'une révolte, il n'arrive pas à tirer sur une jeune rebelle. Alors que son incapacité d'agir le hante, il rencontre la sœur aînée de la victime avec laquelle il noue une relation…
